Yes, the baud rate was wrong, stupid of me, the program even defines the rate I'm to use (57600,) I'll get a pic of the NOP of soon.
I don't have a 32kz oscillator, sadly, I did buy one, but it got lost in the mail.

Hello!
I've been reading some of that 6502 cookbook, and my wires came in today. I also managed to get ahold of a few spare parts, including another 65c02, so I'll be looking back through here to see what needs doing.

Your most recent layout photos betray a certain lack of organization. As just one example, you bring Vcc (+5 V) to pin 25 not by using a short jumper from the +5 V power rail directly above that pin row, but instead by using a long jumper to the other side and other end of the chip to get +5 V from ...

Ah, slight oversight, thank you. It wasn't connected to VSS but it is now. I'm reading around 500 millivolts on the address pins, and I got a 500kHz signal out of pin 7.

Okay, taking Hoglet's words into practice, I've received signal from Phi2O (which I know is clock output, but it's the only pin I measured a pulse coming from.)
Voltages where higher though when I tested them. Enclosed are photos, as promised.

Ok, I think I've got it together, I'm sorry it's so crowded, I've only got jumper wires for this, I was getting anywhere from .6 volts to .9 volts when checking the address lines, and my meter nor my scope could get a signal out. I've done something wrong I think?

Ok, so, the oscillator works correctly, tested it with the multimeter, I should've done that from the beginning, would've saved us all a headache, I imagine, my apologies.

Ok, guys, I do have a meter that can read frequency, and to be honest, I don't know why I haven't tried it yet, slipped my mind I suppose.
So, I can either use the scope for checking pulled address lines, or the meter for checking the oscillator outright (if it can,) or I can purchase a slower ...

Leepivonka, I couldn't find the CPU's clock voltage requirement in its datasheet, but I'm gonna go ahead and try Dr. Jefyll's suggestion, and leave the results in this post.
Ok, so I continued to get around 50Hz measured when I tried connecting 5v to that last pin.
