FWIW, UrJTAG works with lots of programmers, natively under Linux (and FreeBSD too) and you can use it with things like a DirtyJTAG adapter if you don't have a "real" JTAG programmer. I've used it to program different FPGA's (altera, Xilinix, etc.). Perhaps it will work for these chips too?

Yes, unless you are doing a lot of current (more than 2 Amps) voltages as low as 12 Volts does not need extra trace width, or extra separation.

My supervixen expansion ( https://mewe.com/join/Vic-20 ) has a 65c02 and an integrated SD card reader. So all routines are custom, but available at boot. File format is the same (file system is FAT32). There is also 1064KiB of memory with banking, so you put the loaded data were you want it ...

OP: you could always try to get OUP-M (https://github.com/option8/OUP-M) running on your 6502 with that 8-inch drive.
Some 8-inch floppy drives use a 24 V DC motor; PSU'e for that are easy to find.
