Software constantly hitting ISR

Thanks guys, I've used the R/W circuit posted by cbscpe for my RAM/ROM, replaced my logic with 74AC just to be sure and it's working perfectly now!

I also had the chip selects for the 6522 back to front, which i've also corrected now.
