Interesting.  I had never heard of it, and checking my data books now, I see they all skip the '124.  It looks like the coarse frequency control is the capacitor, and then you can trim the frequency within a smallish range by the input voltages.  Another approach to get a variable frequency to test things is my VFOs (variable-frequency oscillators) based on Schmitt-trigger inverters.  See viewtopic.php?p=10619#p10619 .
