There's almost no difference between the various manufacturers' gates with the same identifier (74HC00 in this case). They may brag about their part having better resistance to latch-up or something like that than the competitors' part, but for most purposes, they're equivalent.

But if you're wondering about the four sections, ie, the four NAND gates in the one package, they are all the same, so you just assign the different sections according to how it's easiest to layout a PC board or wire a prototyping board. It won't matter.

Sorry about a vague question what pin on the NAND gate do I connect a15 to and what pin outputs im talking about the address decoder you made to decode 32k rom and16k ram in the build your 6502 primer

Ok, take section A of the quad NAND for example. It has two inputs, pins 1 and 2, and an output, pin 3. Pins 1 and 2 are interchangeable, so if you pick that section for that part of the circuit, it doesn't matter if A15 goes to 1 or 2. I don't know exactly which diagram you're looking at, but I suspect it's one where the other input pin goes to Vcc because we're only using that section as an inverter. 1 to A15 and 2 to Vcc, or vice-versa-- it doesn't matter.
