It's an SPI rom chip with lots of fonts in various size - at least, that's how I interpret the datasheet. Sadly my simplified chinese is zero so I relied on google to translate various bits through the magic of cut and paste... one of those tucked in a corner could be really handy to load a soft font (ASCII or Chinese) without having to have a board full of prom.

And they're dirt cheap, too. Shame they have none in stock
