This should do it:
"User Control Panel" --> "Board preferences" --> "Edit posting defaults" --> "Notify me upon replies by default:" (make sure the "Yes" radio button is "pressed.")
Email notifications don't always work though, and we don't know why.  They'll start working and quit working with no explanation.
