Looking at that Atari-like logo at the bottom of the chip, I'd be inclined to believe it is Rockwell. But with a part number of 14806, it may (no guarantees!) also be listed in Motorola's CMOS databooks as well, as most of their parts 4000-series CMOS was listed with a 14 prefix. They also included some pretty non-trivial logic in that family later on as well. Might be worth a shot.
