I am looking for a good eagle cad library that includes all the WDC chips and packages. Where can I find one of those?

I don't use Eagle, but you probably already have the right packages (DIP-40 and PLCC-44 or similar names) and just have to make the right components out of them. That's pretty normal.

I only can give you my 65xx LBR that mainly contains Commodore chips: http://www.baltissen.org/files/0RB_65xx.lbr. It's better then nothing at all :)
