I like PCBexpress.com in Oregon. There's also expresspcb.com in Santa Barbara, CA which Nightmaretony likes. I haven't used them because they require that you use their CAD, and I prefer to use my own.

I use myropcb.com in Shenzhen, China. It's best for my projects since I need gold plated edge connectors and an odd thickness board (.047").

I may have to switch manufacturers eventually as some work projects require my knowledge on it, but unless I can Gerber file the buggerrs,. it aint worth too much.

Any good programs that can CAD said circuit boards and generate the files needed for free or very low price? Thanks!

gEDA for Linux includes PCB, a rather hard to use but powerful circuit board editor which produces Gerber files in either format.
