There's a 6551 compatible core at opencores.org (uart6551). Not guaranteed to be bug free at this stage, but has been tried in an FPGA. It's register set compatible with a 6551. It may also be used as an upgraded 6551 core with a 32-bit data bus. It might be a starting point for a 6551 core.
