You could say that. It's just a bypass cap. It could be omittted, but then there'd be more tendency for a certain amount of the video signal to bleed into and pollute the VCC supply; also more tendency for VCC noise from elsewhere to bleed into and pollute the video signal. But both of these effects might be tolerable.
