I wanted to share some information regarding EAR classification of some WDC 65Cxx parts on mouser.com. I recently tried to order the following parts:
955-W65C816S6PG-14
955-W65C51N6TPG-14
955-W65C22S6TPG-14
955-W65C02S6TPG-14
Some of you might know that Mouser will automatically block your order with certain classifications and attach a form to fill out, stating your intention to export (or not). I found out that these were classified with an Export Control Classification Number (ECCN) of 3A001.a.2 - which includes:

a.2.a. Rated for operation at an ambient temperature above 398 K (+125 ̊C);
a.2.b. Rated for operation at an ambient temperature below 218 K (-55 ̊C); or
a.2.c. Rated for operation over the entire ambient temperature range from 218 K (-55 ̊C) to 398 K (125 ̊C);
https://www.bis.doc.gov/index.php/regulations/export-administration-regulations-earNone of the 65xx parts that I could see went beyond these lower and upper operating temperature bounds, so I e-mailed both WDC and Mouser about why these chips are classified as such. They both responded directly very quickly. I won't speak directly for them, but I think I can relay that this classification was a miscommunication, that WDC is working on getting their chips classified properly as EAR99 (no license required), and then Mouser can remove this restriction.
Also, Mouser has also communicated to me that, if you don't intend to export from the US at all, you don't need to fill out and sign the form for these - just send an e-mail to
export@mouser.com with your order number saying as much if you get the notice in your order confirmation. Although, once the classification is cleared up, hopefully you can order in the US with no hurdles, and also similarly get international delivery to non-embargoed/sanctioned countries.
I know you can probably get these from other distributors but Mouser is pretty popular, so I thought I'd post this information here. I hope this helps!
