So I bought a V9983 video display chip and didn't realize they only came in a SDIP package. It is a 64 pin chip. Now I am kind of short on cash and still have to design the "video card" for my homebrew computer, so can't really go the PCB route. Is there any adapters or something else I can do to get it to fit on a protoboard?

I'm not sure I understand. Does this chip have 100 mil pin spacing?

Is it feasible to make up a dead-bug adapter - glue the chip upside down and solder a wire to each leg, to a post at a more convenient spacing?

Now I see your problem—definitely an odd pin spacing. Only thing I can suggest is what BigEd suggested: solder wire to each pin to adapt to the proto-board's 100 mill hole spacing.
