I only heard they hand drew some of the original chips. I only started seeing CAD software on the TRS-80 back in those days.
I think Jeri Ellseworth posted a picture of the inwards of the 6502 some time ago.
Some manufacturers of microcontrollers use Laker but the license is something like $40K and the program has its limits.
The schematic for the C-64 is in the Programmer's Refernce Guide (the main board and not the chips).
I downloaded the datasheet for the Sid chip off of Hackaday some time ago but there may be some datasheets here.
