I didn't see the dimentional and land-pattern specifications on WDC's data sheets; but looking at another manufacturer's for the same package, it looks like the overall width of the land pattern is .700" for the PLCC and .520" for the PQFP, meaning there's not as much difference in size as initially meets the eye, because the PLCC's leads solder underneath it, while the PQFP's leads go out to the sides and the land pattern has to extend even farther than the leads. The PQFP land pattern takes .270 sq. in. compared to the PLCC's .490 sq. in., so about 55% as much board space. I started designing the 65c02 and '22 in PQFP into a very complex product (about 3,000 parts) ten years ago with the expectation that the package would continue to be available, but then the project got cancelled after I made a lot of progress in many areas of it.
