OSI forums back online, starting from scratch

The OSI forums (http://www.osiweb.org/osiforums) had been brought down by spambots, but is now back online.

Bad news is that all the forum discussions are lost. and this is a clean slate.

Good news it that this is a new version of phpBB with better spambot resistance.
